Rail Smith - PTM creator Gary Philip Smith, P.E., CCM is a licensed Professional Mechanical Engineer with 22 years of MTA-NYC Transit (NYCT) and subsidiary MABSTOA management work experience.
Gary worked in most Department of Subways, Rapid Transit Operations Division titles as part of the MTA-NYC Transit's first Future Managers/Managerial Associates Superintendent Training Program (one of four selected Trainees from over 400 applicants).
Overall, Mr. Smith had a very progressive and diverse MTA-NYCT career, obtaining four administrative and six managerial positions within the Department of Engineering & Construction/Capital Program Management, the Department of Subways-Rapid Transit Operations, the Department of Subways-Maintenance of Way (MOW), the Department of Subways-Capital Programs and the Department of Buses-Facilities Management office.
ln December 1996, Mr. Smith's exceptional subways-MOW engineering and technical support management work performance was recognized with the NY City Transits Distinguished Service Award. Mr. Smith's far-ranging work experience throughout MTA-NYC Transits various operations, maintenance, engineering/construction, and capital program management offices for subway and bus service provided great insight into the inner workings and mindset of NYCT personnel ranging from hourly workers to former Departments of Subways and Capital Program Management Senior Vice Presidents.
Mr. Smith grew increasingly frustrated with the vast millions of dollars being wasted and the general low productivity and low performance work environments coupled with a cronyism promotion culture, due to very little performance accountability, and general apathy caused by very poor employee morale.
After NYCT employment departure Mr. Smith continually felt compelled to create a detailed management solution system for vastly improving MTA - NYCT rail operations, maintenance and capital construction. Mr. Smith solely developed Rail Smith - PTM over an approximate 5-year period, expending thousands of hours on the creation of the management system.
Rail Smith - PTM can also be utilized for implementing performance-based teams for freight (Norfolk Southern, CSX, Conrail, etc.) and long-distance commuter (Amtrak) rail systems.
Rail Smith - PTM can greatly enhance productivity for numerous non-railroad industries, particularly power, water, sewer and roadway providers, operators and maintainers.
